I put this off too long... Finally decided to just submit it without shading.
It was hard to think of what Rhapsodie might be dressed in for a costume contest. She's a professional after all, and her rider has no time for funny business - especially given the thinly veiled excuse of taking Rhapsodie to this contest to practice with new environments before they ship her off to space. What would a person like that want to dress their horse up like? Well, I figured Rhea would be the kind of person to look up to Amelia Earhart as a kid. Even now, but especially as a kid. A strong woman role model in the aeronautics field? Sure, being an astronaut and a pilot isn't the same thing, but enough for Rhea to look up to her, and enough to inspire her to dress her horse up as Earhart's plane - the Little Red Bus.
